On the same day that this last letter was written (the 9th Instant) the "Wyoming" again entered our waters, and anchored outside the Harbour, nearly in the same position as during her visits already referred to in April last year, but this time she was on British rather than Chinese territory by about 280 yards, and consequently in waters subject to the territorial jurisdiction of Her Majesty. The "Wyoming" was at once visited by the Harbour Master and a Copy of the Proclamation of March 1852 handed to the Commander - Captain McDougall.

Captain McDougall was requested with a request that he would comply with the terms of Regulations by departing and putting to Sea within 24 hours.
Captain McDougall then stated that he thought himself within the boundary, but gave immediate orders to shift the vessel outside our British Waters, beyond the line, which was done, and the "Wyoming" was lying in the position indicated on the accompanying chart. See Enclosure 4.
